Building out California’s offshore wind potential holds great promise to generate gigawatts of clean energy, thousands of jobs, and major climate benefits for the Golden State. For developers, it also means navigating an array of federal and state regulatory approvals before steel can go in the water and power goes online.

With offshore wind moving closer to being a reality off California, there are many questions on what parts of the permitting process on the East Coast will be the same for the West Coast. Are the cooperating agencies the same? Will the timelines be the same? How about resource issues? These questions are particularly important because delays in permitting affect so many facets of what developers have to juggle, including costs, supply chain, manufacturing, and labor.

For this webinar, leading experts will discuss permitting from the lead-up to the National Environmental Policy Act (NEPA) analysis necessary for lease issuance and site-characterization, to the project-specific NEPA analysis and associated federal permits required for a project to proceed. The webinar will also explore California permitting requirements, including the California Environmental Quality Act (CEQA), State Lands Commission, Coastal Commission, Department of Fish and Wildlife, Regional Water Quality Control Board, and the Office of Historic Preservation, and Tribal consultations. We will also address whether state and federal processes can be done concurrently, jointly, and what the timelines look like.
