Chair — Suzanne Plezia, P.E., Managing Director, Port of Long Beach’s Engineering Services Bureau
Suzanne is Managing Director of the Port of Long Beach’s Engineering Services Bureau. Her position oversees the Port’s capital development and infrastructure asset management programs. She was promoted to the post in June 2025 by the Long Beach Board of Harbor Commissioners, having served as the Chief Harbor Engineer since April 2017.
Vice Chair — Chris McCall , Regional Global Practice Manager and Director of Transmission & Distribution Services, Burns & McDonnell
Chris is a Regional Global Practice Manager and Director of Transmission & Distribution Services at Burns & McDonnell, based in California. In this role, he is responsible for leading transmission and distribution program and project delivery across the state, supporting utilities, municipalities, and developers on complex capital infrastructure initiatives. He has held progressive leadership roles within Burns & McDonnell since joining the firm in 2005 and was promoted to lead the Transmission & Distribution practice in California in 2021, where he oversees strategy, execution, and growth of the practice.
Secretary/Treasurer — Jason Busch, Executive Director, Pacific Ocean Energy Trust
Jason is the Executive Director of the Pacific Ocean Energy Trust, a co-chair of the Marine Energy Council, and sits on a variety of boards related to the clean energy sector. For the past ten years, Jason has focused his efforts on commercializing marine energy technologies and promoting the responsible development of marine renewable energy from waves, tides, currents and wind.
Amy Monier, Director of Projects for Floating Offshore Wind, Crowley Wind Services
Amy is responsible for leading floating offshore wind solutions and services for our clients. She brings 13+ years of professional experience in the environmental and engineering services industry and has worked throughout North America and Africa. Amy worked with global clients in oil & gas, manufacturing, renewables, and energy sectors. Her experience includes project development, engineering and design, construction/restoration, and community and regulator advocacy.
Rick Umoff, California Market Lead, Vineyard Offshore
As California Market Lead, Rick oversees the development of Vineyard Offshore’s 2 gigawatt offshore wind lease area west of Humboldt Bay in Northern California. Rick leads the company’s efforts to advance the infrastructure and policy foundations needed to bring offshore wind to California’s North Coast through engagement with Tribal nations, policymakers, and community partners. Rick brings over a decade of experience building solar and energy storage markets across the United States. He holds a JD from the University of San Francisco and a BA from UC Santa Cruz, and is based in San Francisco.
